A toilet can run continuously, refill by itself, flush weakly, change bowl level, hiss at the supply, or leave water on the floor. Keep those symptoms separate.

Seasonal utility use can shift a bill, but a timed tank cycle gives a more direct fixture record. A high bill alone does not identify the toilet as the cause.
Observe from outside the tank: when filling begins, whether it stops, how long until an idle refill, and what the bowl does between uses.
Stop if water rises unexpectedly or reaches the floor. Do not reach into moving tank parts, force the supply valve, or keep flushing for evidence.
What to observe now
Keep the notes factual. A visible clue can direct an inspection without proving what is hidden.
Time when refill begins after a single ordinary flush.
Note whether sound and visible flow end cleanly or continue.
Record the quiet interval before the tank starts filling without use.
Describe stable, rising, falling, or moving water between flushes.
Compare later usage only after repair and a similar billing interval.
